Livio Broccolino called the meeting to order at 7:30pm.

Livio asked that we change the order of the agenda.

Livio introduced new and old board members.

1. ARC Committee - Art Rogers

  • 1302 Woods Hole Road: recommendation for approval, motion approved Art praised Gerri for getting news out in newsletter about the ARC.
  • 1402 Gateshead Road: bump out in front, addition to both sides, wall in rear – recommendation for approval, motion approved. Brandon Diamond suggested a letter of approval include suggestions about Hampton’s natural open spaces and the county regulation that for each foot of height, the proposed wall needs to be a foot from property line.

2. New business: 1307 Dulaney Valley Road: The back lot is currently under construction. A permit has been applied for building on the south side of the easement known as 1307 Dulaney Valley Road. Hampton covenants permit one building per lot – if development company attempts building - legal action would be considered to prevent violation of covenants.

3. April Minutes approved without correction.

4. Financial report: Showed a trickle of contributions for membership at approximately 60% and security contributions at 50%.

5.Security: There were three break-ins in the neighborhood – all of unoccupied properties:

  • Stone Barn - unlocked home for sale
  • Meredith’s Ford – home for sale
  • Gateshead - home under construction - destruction of property
  • Night coverage has begun by Watchful Eyes. No activity to report in April. HIA is buying four more signs. Andy Fetzek remains active in security matters. Requests that Watchful Eyes mark their Automobiles with magnetic signs. There were 2 incidents of burglary in adjoining neighborhoods of Towson and White Marsh, two 35-45 Hispanic males entered homes and took items from home.

6. Directory: Information being assembled for the new directory and should be sent for binding soon. – Jim Karcher

7. Communication: Newsletter: Gerri reported that the newsletter would include:

  • crime report - coverage of the several homes under construction in Hampton
  • news about pool accepting membership resident
  • A concerned resident complained that past newsletters contained minutes misrepresenting the removal of trees on Hampton Lane during a period of recent home building. Earlier minutes published in the newsletter misrepresented the number of trees removed during construction. The resident was offended that the minutes did not explain the measures the builder and home owners took to remove as few trees as possible, between 20-25 trees per property and that the builder made a donation of $5000 to have planting take place in a corresponding green space. She asked that the current minutes reflect this updated information.

8. Old business:

  • Rae Ann announced a last meeting for the July 4th committee: June 12 at 7pm, her home – and encouraged all neighbors to attend the parade on July 1st, 9am-noon.
  • Motion approved to pay expenditure of $5,806.00 for legal advice from Jerry Walsh, ½ of the bill to do w/ Dulaney Valley Road situation.
  • Neighborspace update: moving forward with an environmental study to be completed in approximately one month, then an expected 60-90 days settlement, $10,000 deeded from the HIA. The estate of Harold Burns currently maintains the property. Howard Burns requested that Park be named after his late father.

9. New Business:

  • Complaints regarding the delay of work and poor condition of Dulaney Valley Road were aired. Complaints were referred to Delegate John Trueschler. He has requested that concerns regarding state roads be forwarded to him.
  • Livio requested an alternate as HIA representative to GTCCA w/ Jan Hudson – Jim Clark volunteered.
  • Jim Synodinos asked to whom should concerns about trees falling over be addressed – it was suggested he contact Baltimore County’s DNR, Department of Natural Resources. Motion to adjourn approved.
