Livio Broccolino called the meeting to order at 7:30pm.  Livio asked that we change the order of the agenda.

1. ARC Committee: Art Rogers

  • 1309 Aintree Road: addition on back of home – recommendation for approval, motion approved; site plan will be requested and a request that materials used be consistent with rest of house included in approval letter
  • 613 St. Francis: second story addition – recommendation for approval, motion approved. Suggestion will be made that pitch of roof be lowered as not to be too overbearing to neighbors’ homes.

2. June minutes approved as submitted.

3. Financial report:

    • Showed a trickle of contributions for membership at approximately 60% and security contributions at 50%.
    • Fund Balance Report – July 11, 2006
    • Balance Sheet – July 11, 2006
    • Profit and Loss YTD Comparison – June 8, 2006 thru July 11, 2006

4. Security: Three crimes reported for the month: two thefts from garages on Culvert and Aintree, respectively and a burglary from the basement on St. Francis – both over Memorial weekend.

    • Laurie Coughlan congratulated HIA for crime reduction efforts.
    • Night patrols took place but Wayne suggested concentrating on daylight hour patrols.
    • Jim informed us that there were security funds available for twenty days a month. Motion approved to increase days. Jim showed the magnetic signs that will be on the Watchful Eyes patrol cars.

5. Directory: at printer, Jim showed the board the cover of the directory. Livio thanked Jim for his efforts.

6. Communication: Newsletter: Gerri reported that the newsletter would include:

    • Bulletin notes about traffic
    • A crime report
    • Hampton Mansion activities
    • Photo pages

July 31st deadline for submission - Gerri asked for photos from the July 4th parade. Also, Gerri suggested that Bob Conkwright, Jr. was available to do layouts for advertisements for a minimal charge.

7. Committees

    • July 4th: Livio praised Rae Ann for a great parade and wonderful coordination with park services. Rae Ann mentioned that the letter to the troops was very appropriate and that the parade and fair brought past and present together for the children.
    • Welcome Committee: Lynda Thilly received a request that a postcard from the Towson United Methodist Church be added to the neighborhood welcome package – motion to include approved.

8. New Business:

  • a. Senator Brochin and Councilman Macintyre will be invited to hear the perspective of Hampton residents on possible traffic calming measures on Hampton Lane. HIA will invite the community and local representatives to the September meeting. The next meeting will be on the Wednesday, Sept. 13, 2006. An HIA Update will be sent to members regarding the impending traffic issues.
  • b. Plat I residents contacted the HIA regarding a possible second dwelling on a lot in Plat I. A permit has been requested to build a second building on a lot which would be a direct violation of the HIA covenants. Anna Von Lunz is the contact for the Plat I residents. The issue was tabled until permit actually given to developer.
  • c. Impending legal action threatened against the HIA and its board members. A homeowner wants to erect a fence which would be in violation of the HIA covenants as stated in the property owners’ deed. The homeowner is aware of the covenant provisions. HIA consistently supports the enforcement of covenants and cannot approve a non-compliant situation. The HIA will invite fellow Plat members to a meeting to discuss the issue, as individual Plat members are empowered to enforce covenants. Motion approved to send letter to appropriate PLAT members for a discussion at the September meeting to elicit community reaction.
  • d. Pat van Natten was approached by a neighbor to have the HIA request street sweeping for the Hampton area. Yara volunteered to contact neighbor making the request and perform follow-up.   Motion to adjourn approved.
