Livio Broccolino called the meeting to order at 7:30pm, thanking Jan Hudson for securing Notre Dame Prep for the meeting. 1. August minutes approved as submitted. 2.Financial report: Showed a trickle of contributions for membership at approximately 60% and security contributions at 50%. Fund Balance Report, Balance Sheet , and a Profit and Loss YTD Comparison were presented for the past month. Legal services invoice for $908.00 – motion approved to pay bill. 3. GTCCA: Livio thanked Sarajane Goodman and Jan Hudson for serving as HIA representatives for the past several years. Jim Leanos volunteered to take over this responsibility. Meetings take place on the Sheppard Pratt campus on the third Thursday of every month. 4. PLAT I request for HIA support for Covenant Enforcement: The issue: an application for a building permit has been filed with Baltimore Co. to build a second dwelling on a single original lot that has a current dwelling already under construction. The couple wishing to build was given an opportunity to speak as were residents. A lengthy discussion ensued moderated by Livio. Residents of Plat I have started legal proceedings. Nick Cortezi and Jerry Walsh, Esq. explained the request by Plat I residents to elicit support from the HIA and Hampton residents for planned actions. A settlement offer from the lot owners was rejected by the board on the basis that a second dwelling on a single original lot is in violation of the Hampton covenants. Upon advice of counsel as to appropriateness The board voted to approve Plat I Residents’ request for support. The board approved a motion to join Plat I residents as a party litigant in legal proceedings. The board agreed to offer monetary support. The possibility of establishing a matching fund for this purpose, similar to the fundraising the board has done in the past to solicit legal funds for specific projects was discussed. No specific decisions were decided upon in regard to monetary support. 5. Old/New Business: a. A Hampton resident expressed concern over a fence erected by an adjoining neighbor which may lead to a pattern of covenant violations. This issue was tabled due to the late hour. b. Neighbors mentioned concerns over street cleaning, speeding traffic, and roads in need of repair – Livio reminded the attendants that the October HIA Meeting will address the concerns of residents in regard to Hampton roads and traffic. The meeting will be attended by local representatives and Senator Brochin. 6. ARC Committee: a. 716 Hickory Lot – porch – recommendation for approval, motion approved b. 1313 Westellen – bump out addition and garage – recommendation for approval, motion approved.
