Livio Broccolino called the meeting to order at 7:34pm.

1. September minutes approved as submitted.

2. Financial report:

Fund Balance Report, Balance Sheet, and a Profit and Loss YTD Comparison were presented for the past month.

* $500.00 donation from Hampton Historic Inc. to the Security Fund

* Legal Fund for Covenant Protection established

* 2007 membership dues letter will go out end of October

3. Purchase & Naming of 502A Hampton Lane:

Livio asked for approval to acquire title insurance on the property at a cost of $190 – board approved motion. The board voted to not name the newly acquired property after the former owner Harold Burns as was suggested by the seller.

4. NDP Plantings:

Livio explained that residents had expressed concern regarding dead plantings that serve as a buffer between Notre Dame Preparatory and residents’ homes. Livio thanked NDP for their prompt response. Notre Dame Prep will be replanting and remove all dead plants this coming Spring.

5. ARC Committee:

a. 712 Hickory Lot – new home, 2nd set of plans, fewer disturbances than original plans – recommendation for approval, motion approved

b. 1313 Margarette – new home – recommendation for approval, motion approved.

6. Speed Reduction on Hampton Lane and Seminary Road:
A lengthy discussion of neighborhood traffic calming measures took place. The issue of speed bumps had many supporters and detractors. The Baltimore County representative explained that there were traffic calming alternatives to speed bumps. Several suggestions were made:

1. Reminder that all residents remember to obey speed limits.

2. Speed awareness trailers could be requested for Hampton Lane to alert drivers of their speed.

3. Edge lines could be painted outside the travel way – the squeezed edge line markers work as visual markers and have been successful in other neighborhoods.

To solicit a greater commitment from Baltimore County objective data would need to be collected. Individuals need to serve as liaisons between the County and one’s community; nothing can be approved unless there is 75% community approval.  Jim Brochin mentioned a pilot program from Montgomery County utilizing speed cameras.  A committee was formed to address traffic concerns – volunteers were requested.

7. Request for Support of Mosquito Spraying Program
Ms. Williams of Aintree Road presented the option of Hampton joining the Mosquito Spraying Program. The spray is FDA approved. The spraying would take place from Spring to Fall once a week between 7pm-2am. There was discussion of possible unintended effects of the spray on other wildlife in the area. It was suggested that all the information presented be in the newsletter for residents. No decision by the board was made.

8. Homes for the Holiday Update
The Baltimore Symphony Orchestra fundraiser will be the first weekend of December from 10am-4pm. Further information will be in the Newsletter. A resident asked that there be heightened security during the fundraiser.

9. Newsletter Articles Deadline
October 18 is the deadline for submissions.

10. Old/New Business:

a. Greystone Development: permit has not been granted by Baltimore County, yet. Suit to be filed in one to two weeks.

b. Pfaffle appeal – HIA will follow up on the content of the appeal.

c. Residents from the odd side of Gypsy Lane complained of a lack of road lips on the driveways. Runoff is coming down curbs and running down driveways. Residents asked HIA to research a solution.
