Livio Broccolino called the meeting to order at 7:40pm.

1. October minutes approved as submitted.

2. Financial report:

Fund Balance Report, Balance Sheet, and a Profit and Loss YTD Comparison were presented for the past month.

    • Invoices for 2007 coming in the mail.
    • Payment of $1384.00 in regard to Plat 1 litigation requested – motion to pay approved.

3. 502A Hampton Lane:

Mary Ellen Pease and Rae Ann McInnis reported on the landscaping plans for the space. There are preliminary plans to develop native plants, trees, and shrubs. The hope is that the green space will attract Maryland wildlife. Preliminary site plans and proposals will be drafted for the board to review. Mary Ellen and Rae Ann plan to speak with the neighbors for their ideas. Motion approved to give the board authority to remove a tree from the easement. Motion approved to allow the officers discretion to deal with fallen tree. RaeAnn needs to contact Neil Cohen about grass cutting and second fallen tree.

4. Speed Reduction on Hampton Lane and Seminary Road: Update from Corporal Zito:

Livio reported:

    1. Radar boards will be in the Hampton area in two months time – the signs are currently with a different police district in the county.
    2. Balto. Co. will begin drawing lines to narrow the road on Hampton Lane as a traffic calming device.
    3. Patrick Connor agreed to chair the traffic committee.

5. Request for Support of Mosquito Spraying Program:

Mosquito spray issue will appear in the newsletter after the holidays. Dr. Goodman agreed to present the cons of the mosquito spraying program and Ms. Williams has provided Gerri with a wealth of information on the program and its benefits to the community. Residents will be asked to provide input into the decision on whether to move forward with the program.

6. Home for the Holidays:
The BSO fundraiser will be the first weekend of December from 10am-4pm Thursday, 10am-4pm Friday and 10am-2pm Saturday. Further information will be in the newsletter. A resident asked that there be heightened security during the fundraiser.

7. Newsletter Articles Deadline
The deadline for submissions to the newsletter is December 8, 2006. Two surveys will be in the newsletter after the holidays (1) traffic and (2) mosquito spraying program. A designated fax line will be available for survey responses.

8. Old/New Business:

a. Mr. Bayne reported there was an open drainage that ran through his property. He was concerned that this drain fills with debris and foliage. He had contacted Balto. Co. public works, but the drainage pipes are not under Balto. Co.’s jurisdiction. He asked that an inquiry be made.

b. Yara was still petitioning the county to clean the neighborhood streets. This service is no longer performed by the county on a schedule, but rather must be requested by residents.

c. Laurie Coughlan reported that the weekend after Halloween rocks were thrown through four of the windows of the Mansion. The board expressed their shock and dismay at the vandalism.

d. Ann von Lunz reported that the geothermal wells and holes have been dug on the Mansion grounds and the fire suppression system within the mansion is currently being installed. She reminded residents that there will be a schedule of speakers, activities and programs with living history volunteers as well as guided walks on Sundays at the farmhouse.

e. There is no update on the Greystone action as the permit is still being held up because of environmental concerns.
